Floating Bridge FOI

The ECTC has submitted the following questions to the Isle of Wight Council regarding the floating bridge.

Why was steel specified as the material for Floating Bridge No. 6? When was this decided and, who decided it? ECTC further request that the information is unredacted.
Who decided on the completion date of the Floating Bridge No. 6 project?
How was this date derived?
Was the completion date purposely decided to exclude local shipbuilders from bidding, as the date was unachievable for them? ECTC further request that the information is unredacted.
Has the Isle of Wight Council levied penalties to any parties for any reason in regard to the Floating Bridge No. 6 project?
Reasons to include (but not exclusive to); late delivery on site (ECTC was informed it was to be March 2017); the withdrawal from service/non-commissioning of Floating Bridge No. 6 in September 2017.
Additionally, if penalties were levied, to whom were they given; when; and, how much were they for?
If no penalties have been levied, was there a waiver option in the contract? If so, who authorised the waiver to the contract by not claiming?
ECTC further request that the information is unredacted.
Please provide all documentation specifying how the Design and Supervision contractor would be awarded.
Please provide a list of companies that tendered for the Design and Supervision work. please supply the submitted documents for all companies/individuals tendering for this contract.
Please provide the justification for selecting BCTQ as the Design and Supervision contractor.
Was their selection of the Design and Supervision contractor subject to EU rules? If so please provide the EU rules that the selection came under and evidence that these rules were adhered to.
Was there an Invitation to Tender written by the IW council for the Design and Supervision work? If so please provide it.
In 1990, The IOWC stated that the A3021 started in Cowes at the junction of Mill Hill Road and Medina Road continuing down the Cowes slipway across the river and picking up on the East Cowes slipway, throughout the one-way system reconnecting to the original A3021 at the Well Road/ York Avenue junction to the Racecourse Roundabout.
Please provide all evidence to include correspondence and documentation that led to the decision that culminated in this being changed including, but not limited to, why the Floating Bridge was removed from the original PFI Contract Procurement Process.
